Are you able to burn the entire EEPROM image via the USB flash.exe program?
(bootstrap, kernel & romfs)

Or do you only do the boot loader with flash.exe and then do the rest with
tftp?

(Is flash.exe for only recovering a doorstop?)

Can the kernel you compiled mount nfs drives?

What is the size of the original Actiontec kernel, as compared to yours?

With your kernel does it still come up and fully operate as the dual modem?
